Joyce's new dancing partner!

Does anyone recognize this person dancing with Joyce at the 2008 Leamington Rally?  Rumor has it that he's a GLCC Director and Port Captain, but he obviously doesn't understand the meaning of "dress whites". 

Thankfully on Sunday morning he was able to locate a barber in Leamington to shorten up those white dreadlocks.
